Questioning the hazard map-based rebuilding process: learning from the 2018 Sulawesi earthquake in Indonesia

To reduce hazards in post-disaster rebuilding, governments often first revise existing hazard maps to update land use plans and regulations. This sequence assumes that the disaster event immediately improves knowledge of hazard. learn from an actual case, we document PASIGALA’s rebuilding process following 2018 Central Sulawesi earthquake. We reviewed public documents in-depth, assessed coastal with new information, reflected on our field observations. documented 3.5-year situation detail developed recovery narratives. also found development does not fully incorporate planned goals risk reduction. Reasons include: i) need create a map before knowing hazard’s mechanism; ii) scale mapping correspond individual building parcels; iii) residents, out necessity, restart their lives prohibited areas, iv) relocation do attract affected residents when lives. Governments may simplified facilitate timely but this overlooks nuanced problems face, further complicating situation. Although show region’s potential hazards, next could be different. conclude current practice map-based needs more deliberation.
